Highly Desired:

Program Plan Manager


* The Program Plan Manager, reporting to the CIO, will work with the PMO Manager and other Senior Managers to consolidate and maintain all the program documentation, work plan and schedules.

* Will work to develop and maintain a Program Management Plan, comprehensive work plans and schedules.

* Will maintain all key Program documentation and schedules including Program Charter, Program Scope, Program consolidated work plans and schedules.

* Will work with the PMO Manager to resolve project schedule conflicts and look for opportunities to increase coordination of activities among the various projects and initiatives.

* Will serve as the key liaison with the cost management staff to coordinate the flow of information and data between the consolidated project schedule and the Program's cost management systems.

* Will attend informational meetings on behalf of the CIO/Program Manager to assure that information and communication about Program activities continue to flow appropriately at all levels.

* The Program Plan Manager has the authority to make and document many mid-level decisions as well as identify decisions requiring activity by the CIO/Program Manager or executive sponsors.

* The Program Plan Manager monitors and reports organization's progress that outlines target to actuals, identifying organizations requiring implementer aid, facilitate the development of project scope definitions, report progress on programs budget, schedules and resources. Report risks and possible contingency plans.

* Facilitate team; conduct team meetings, develop tasks, and assign roles and responsibilities. Motivate and coordinate others within the program. Explain business and technical objectives and strategies. Provide information regarding the business and technology impact of the program.

* Help the organization move forward with migration progress. Assess progress and work issues and risks.


Responsibilities & Deliverables:

* Consolidate and maintain all program documentation and schedule.

* Serve as liaison with Business and Fiscal Services to coordinate flow of information and data.

* Attend meetings to assure information and communication flow appropriately at all levels.

* Update documents and Schedules on Project Server


Skills:

* Experience working on a large scale project providing and maintaining documents and schedules within a PMO structure and overseeing a document repository (Project Server).

* Must be able to multi-task in an orderly manner.

* Self motivated and directed in designing and spearheading a documentation creation and consolidation strategy to achieve program's success.

* The individual must possess a Bachelor's degree in Business Administration, Management, Information Technology, Communications or related field.

* Must be intimately familiar with PMBOK practices.

* PMP certification is a plus.

Programmer Analyst II



Website development (HTML / ColdFusion):

* Plans, develops, tests, and documents websites, applying knowledge of development techniques and computer systems.

* Enters code into computer system. Runs and tests website. Troubleshoots to correct errors.

* Analyzes, reviews, and alters website to increase operating efficiency or adapt to new requirements.

* Writes documentation to describe development, logic, coding, and corrections.

*Writes manual for users to describe operating procedures.

* Assists users to solve operating problems. Recreates steps taken by user to locate source of problem and rewrites program to correct errors.

Database Development (SQL):

* Coordinates physical changes to computer data bases; and codes, tests, and implements physical data base, applying knowledge of data base management system.

* Designs logical and physical data bases, reviews description of changes to data base design to understand how changes to be made affect physical data base (how data is stored in terms of physical characteristics, such as location, amount of space, and access method).

* Establishes physical data base parameters. Codes data base descriptions and specifies identifiers of data base to data base management system or directs others in coding data base descriptions.

* Calculates optimum values for data base parameters, such as amount of computer memory to be used by data base, following manuals and using calculator. Specifies user access level for each segment of one or more data items, such as insert, replace, retrieve, or delete data. Specifies which users can access data bases and what data can be accessed by user.

* Tests and corrects errors, and refines changes to direct programmers and analysts to make changes to data base management system.

* Reviews and corrects programs. Answers user questions. Confers with coworkers to determine impact of data base changes on other systems and staff cost for making changes to data base.

* Modifies data base programs to increase processing performance, referred to as performance tuning.

Requirements:

* Development of data driven web content (menus, etc.) using Cold Fusion (CFMX)

* Development of web based apps using Cold Fusion (CFMX)

* Skilled in SQL DB Design and implementation

* Knowledge of MS Access database

* Data conversion and migration between databases.

* Strong development of Standards compliant HTML and XML

* Also should understand cross site scripting security vulnerabilities.

Desirable:

This role is for a Software Developer in Test within the mobile services space. The candidate must be able to analyze, design and develop overall test plans, create test cases, and have the ability to perform repeatable testing procedures and processes. This resource will be developing test automation in C# and adding to and creating a test automation framework for new features and development tools for this product. The role will span application & system testing, performance & stress testing, end-to-end testing, security testing, bottleneck identification and system health testing. We’re seeking a highly qualified resource who can start with very little ramp time for a V1 product.


Technical Skills


* 70% of this resources time will be spent on development and 30% spent on testing

* Seeking a resource with solid development background in either all C# (2.0, 3.0 or 3.5) or extensive C++ with some C#

* Key are is the ability to break down a problem, create a logical solution then code it in C#. We’re looking for solid data structures and algorithms capability. (They should be comfortable with questions addressing arrays, linked-lists, etc.)

* Solid experience with middle-tier area (web-service experience is strongly preferred)

* A solid understanding of Windows client/server environments is a must

* Ability to get around in server networked environments and to automate processes with batch scripts is highly desired

* Experience testing API and communication layer apps

* Excellent QA methodology experience

* Has great communication skills and is able to provide assistance to other testers where needed





Pluses:



* Experience working on a commercially shipped product

* Windows Mobile Platform experience is strongly preferred

* Windows CE is nice to have for domain knowledge

* Web-service development experience is highly desired, especially WCF

* Experience developing or testing multi-threaded applications

* SQL Server or data warehouse experience

* Stress and performance testing of any capacity – infrastructure, system or back-ends

* Ability to get around in server networked environments and to automate processes with batch scripts is highly desired.
